Traditional Downtown Zoning Districts

The City of Zephyrhills Planning Department is proposing a new overlay zoning district for the Downtown as reflected on the Traditional City Center Zoning Districts map.  The attached map reflects the areas in color that are proposed to be rezoned as one of four new zoning categories.  The main purpose of the proposed rezoning is to provide incentives to help promote downtown redevelopment opportunities and remove existing obstacles by the present zoning.  The recommended zoning and design guidelines would provide additional development types and alternatives than currently allowed under the present zoning.

Staff is proposing four (4) new zoning categories for the area identified in the attached Downtown map and defined as follows:

Traditional Central Business District (TCBD)

This district is established to maintain the character of function of the City's traditional downtown and central business district and to accommodate the renovation, revitalization and planned expansion of the City's core.  The district encourages mixed use, the maintenance of a main street character, walkability, public spaces and the sharing of parking and other public infrastructure.

Traditional Central Business District - Historic (TCBD-H)

This district includes those areas within the City's traditional downtown that are also within the boundaries of the City's Historic District.  The district places emphasis and the preservation of historic resources and the character of the historic district as a part of a vibrant central business district.

Traditional Mixed Use (TMU)

This district promotes mixed use within areas adjoining the City's traditional central business district and provides a transition of intensity and uses to the surrounding residential areas.  Uses and use intensity within the district is intended to compliment the traditional downtown.

Traditional Mixed Use - Historic (TMU-H)

This district includes those areas adjoining the City's traditional downtown that are also within the boundaries of the Historic District.  The district places an emphasis and the preservation of historic resources and the character of the historic district as a part of a healthy city center.

The following two tables are provided to identify permissible building types that would be allowed and allowable uses that would be permissible in each proposed zoning district as follows:

The Development Standards Traditional City table is provided to establish recommended development standards that would be required in the area proposed to be rezoned.  Staff is of the opinion that it is important to apply specific and detailed design standards that are consistently applied to ensure uniformity in how properties are developed.
